Curaçao has historically offered a low-cost licence covering multiple verticals, issued under a master-licence system. The 2023–2024 LOK reform replaced that structure with direct licensing by the Curaçao Gaming Authority and stricter AML, player-protection and reporting obligations.
It remains a common choice for start-ups and crypto-facing brands, though it does not grant access to regulated markets that require a local licence.
